2025 Medial Winners

Dr David Bruce OBE

The Faculty of Pre-Hospital Care is delighted to award the FPHC Medal to Dr David Bruce OBE, in recognition of his outstanding and sustained contribution to the Faculty and its mission.

David has contributed extensively to the work of the Faculty over many years, bringing a wealth of experience from a distinguished career in military medicine and pre-hospital care. Following 36 years of military service, he continued his commitment to the specialty through a wide range of Faculty roles.

As the Faculty’s International Development Lead from 2018 to 2024, David played a significant role in expanding the FPHC’s international reach, developing collaborations and supporting the introduction of pre-hospital training in India and Nepal. His work helped establish important relationships with international partners and raise the profile of both the Faculty and the College.

David has also made an exceptional contribution to the Faculty’s Training and Standards Committee, serving initially as Vice Chair before becoming Chair in 2021. Through his leadership of the course endorsement process, he has worked tirelessly to uphold the Faculty’s standards, strengthen governance and ensure robust and consistent processes.

His contribution extends across many other areas of Faculty activity. He volunteered to support the development and launch of the Diploma in Major Incident Management, has played a key role in the Faculties Governance and Strategic Review, and has contributed significant time and expertise to the Faculty’s educational, conference and governance activities.

Throughout his involvement with the FPHC, David has demonstrated an extraordinary commitment to supporting the Faculty and his colleagues. His knowledge, attention to detail, generosity with his time and dedication to maintaining the highest standards have been of immeasurable value.

The Faculty is delighted to recognise this exceptional contribution by awarding Dr David Bruce OBE the FPHC Medal 2025.

Dr Louisa Chan

The Faculty of Pre-Hospital Care is delighted to award the FPHC Medal to Dr Louisa Chan, in recognition of her outstanding and sustained contribution to pre-hospital care, education and the development of PHEM training across the UK.

Louisa has demonstrated a longstanding commitment to pre-hospital care throughout her career. Alongside specialising in Emergency Medicine, Pre-Hospital Emergency Medicine and Intensive Care Medicine, she served for many years as a volunteer responder with BASICS Hampshire and has worked as a critical care doctor with Hampshire and Isle of Wight Air Ambulance since 2005, where she also led the development of its training programme.

Education and mentorship have been at the heart of Louisa’s contribution. As PHEM Training Programme Director for Wessex from 2015 to 2020, she led the regional training programme while contributing nationally through the Intercollegiate Board for Training in Pre-Hospital Emergency Medicine (IBTPHEM). She has also been a core faculty member of the national PHEM induction course since 2014 and has contributed extensively to assessment as an examiner for the Diploma and Fellowship in Immediate Medical Care and the Diploma in Retrieval and Transfer Medicine.

Since 2020, Louisa has served as Chair of the IBTPHEM Training Committee. Her exceptional commitment to this role, involving more than 600 hours of voluntary work annually, has been instrumental in maintaining and developing the national PHEM training programme.

During her tenure, Louisa has also made a significant contribution to improving equity and access within PHEM. She has led national recruitment and assessment processes with a focus on ensuring they are robust, fair and humane, while helping to develop a considerably more inclusive PHEM workforce.

Over more than a decade of national leadership, Louisa has helped shape the training of pre-hospital clinicians across the UK. Her integrity, humility, commitment to developing others and unwavering focus on improving patient care have created a substantial and enduring legacy.

The Faculty is delighted to recognise this exceptional contribution by awarding Dr Louisa Chan the FPHC Medal 2025.
